Conti Federal Services is currently performing a design-bid-build contract for the U.S. Army Corps of Engineers for the construction of a new Army Reserve Center (ARC) Training Facility near Fort Buchanan, Puerto Rico. This facility will directly support the training, administrative, and operational needs of 27 Army Reserve units, providing accommodations for up to 1,400 personnel.

The primary facility includes a multi-functional ARC Training Building that will house classrooms, administrative offices, a large assembly hall, secure arms vault, restrooms, and approximately 25,000 square feet of cage and unit storage. Facilities will meet seismic code requirements using reinforced concrete foundations, structural steel framing, 12-inch precast concrete wall panels, and an SBS (Styrene-Butadiene-Styrene) low-slope roofing system. The facilities are also engineered to meet a 190 MPH wind load rating in compliance with local hazard resistance requirements.

All systems are being designed and installed in accordance with Unified Facilities Criteria (UFC), including UFC 1-200-01 (General Building Requirements), UFC 1-200-02 (High Performance and Sustainable Building Requirements), and UFC 4-010-01 (DoD Minimum Antiterrorism Standards for Buildings). Critical building systems include HVAC, electrical, wet-pipe fire suppression, physical security infrastructure to support energy efficiency and reduce long-term operational costs.

Supporting site infrastructure encompasses full civil site development, including land clearing, grading, utility connections, paving, sidewalks, stormwater management, and landscaping. The design includes accessibility features in accordance with ADA and DoD criteria and is targeted to achieve a minimum 40-year design life with integrated sustainability and performance measures.

This project is part of Conti Federal’s expanding construction portfolio in the Caribbean. Conti Federal is currently performing groundwater remediation at the Tutu Wellfield Superfund Site in the U.S. Virgin Islands. Conti Federal also completed the USVI National Guard Roof Repair on St. Croix and St. Thomas as well as a Rapid Response Task Order for the USVI National Guard COVID-19 Alternate Care Facility on St. Croix.
