Conti Federal Awarded $36.3M Contract for B‑21 Aircrew Distributed Debriefing (ADD) Flight Simulator Facility at Ellsworth Air Force Base

Marks seventh award supporting B-21 Raider beddown

Conti Federal Services, LLC, a leading federal construction and engineering firm, has been awarded a $36.3M firm-fixed-price contract by the U.S. Army Corps of Engineers (USACE) Omaha District to construct the Aircrew Distributed Debriefing (ADD) Flight Simulator Facility at Ellsworth Air Force Base. This award marks another significant investment in the infrastructure required to train and sustain the nation’s next‑generation long‑range strike capability.

The project scope includes construction of an addition to the existing B‑21 simulator facility. The new 16,500‑square‑foot secure space will support a variety of advanced training and simulation activities essential to B‑21 aircrew readiness. Work will include new structural systems, interior build‑out of high‑security simulator areas, associated paving, site features, utility upgrades, and infrastructure needed to fully support modern training technologies.

“We are honored to continue our long-standing partnership with the USACE Omaha District as they build the foundation for the B‑21 mission,” said Korey Mullins, Vice President, US Operations at Conti Federal. “This facility is critical to ensuring that aircrews have access to the most advanced simulation capabilities available, and we’re proud to play a role in supporting national defense priorities.”

Conti Federal’s enterprise team and ongoing operations at Ellsworth AFB have enabled the company to build a trusted network of local trade partners and subcontractors. These partnerships help ensure that critical work is performed by skilled, reliable professionals who understand the unique requirements of the installation and its broader mission. Conti Federal is committed to mentoring and supporting local small businesses in USACE protocols while delivering high-quality facilities that meet the demanding needs of the B-21 Beddown Program.

Construction activities are expected to be completed by September 2028.

Conti Federal’s B-21 project portfolio at Ellsworth AFB includes the Phase Maintenance Hangar, Radio Frequency Hangar, Fuel Systems Maintenance Dock, Dock 8160 Row EPS North, and the Weapons Loader Training Facility, reinforcing its reputation as a trusted partner in defense infrastructure delivery.
