Conti Kight JV Awarded $74.9M Contract for B-21 RF Hangar at Whiteman AFB

Joint Venture Combines Proven B-21 Delivery Experience with Local Expertise for First B-21 Facility at Whiteman

Conti Kight JV, LLC (CKJV), a joint venture between Conti Federal Services, LLC and Kight Construction Group, LLC, has been awarded a $74.9 million firm-fixed-price contract by the U.S. Army Corps of Engineers (USACE) Kansas City District to construct a new B-21 Radio Frequency (RF) Hangar at Whiteman Air Force Base (AFB), Missouri.

Whiteman Air Force Base is designated as the second B-21 operating base after Ellsworth AFB in South Dakota. Already home to the B-2 Spirit, Whiteman AFB is now preparing for its first B-21-related infrastructure. The new RF Hangar will provide critical infrastructure supporting future B-21 operations at the installation.

CKJV was purpose-built to pair Conti Federal’s direct B-21 construction experience with Kight Construction’s local presence, federal construction experience, and knowledge of the regional construction market. Conti Federal is currently constructing the B-21 RF Hangar at Ellsworth AFB, allowing the team to carry forward firsthand lessons learned, proven processes, and an understanding of the facility’s specialized requirements. Kight complements that experience with local insight and established federal construction capabilities, strengthening the JV’s ability to effectively mobilize resources and execute the mission at Whiteman.

The project scope includes construction of a B-21 program radio frequency and measurements hangar facility with one B-21 aircraft position, associated back shops, material storage, and administrative and facility support spaces.

The award expands JV partner, Conti Federal’s, portfolio of B-21 Raider mission-critical facilities and infrastructure supporting U.S. government including the Alert Facility, Flight Simulator Facility, Phase Maintenance Hangar, Fuel Systems Maintenance Dock, Dock 81, 80 Row Environmental Protection Shelters 60 Row EPS North, 60 Row EPS South and the Weapons Loader Training Facility. Through CKJV, that program knowledge will now be paired with Kight Construction’s local expertise to support the next B-21 operational location.

Construction is expected to be completed in September 2029.
