Conti Federal Services, a leading U.S. government construction and engineering firm specializing in military and secure construction, is proud to announce the successful topping off of the Consolidated Helicopter Operations facility at F.E. Warren Air Force Base in Wyoming. This milestone marks a significant step forward in the construction of the state-of-the-art facility that will support the U.S. Air Force’s new MH-139 Grey Wolf helicopter operations.
The 134,000 square-foot project includes a Tactical Response Force (TRF) Alert Crew Facility, Alert Aircraft Shelter, Aircraft Maintenance Unit (AMU), Aircraft Maintenance Shelter, and Aircraft Simulator complex at F.E. Warren Air Force Base.
The topping off ceremony is a longstanding construction tradition, celebrating the placement of the final beam at the highest point of the structure. This milestone symbolizes the hard work and dedication of the entire project team.

The Consolidated Helo Ops Facility will provide critical support for the MH-139 Grey Wolf, the U.S. Air Force’s newest helicopter designed for a variety of missions including security, search and rescue, and missile site support. The project, awarded to Conti Federal for its expertise in complex military construction, is on track to be completed on time and within budget, demonstrating the company’s commitment to excellence and efficiency.
Speaking at the event included Col. Philip Bryant, commander of the 582nd Helicopter Group, Brendan Kight, U.S. Army Corps of Engineers – Omaha District Chief of Construction, and Lou Zecca, Conti Federal Chief Operating Officer.

The project is slated to be completed in 2025. This project marks one of several mission-critical military construction facilities Conti Federal is constructing for the USACE Omaha district, including four projects that are underway at Ellsworth Air Force Base in Rapid City, South Dakota and a Disaster Resiliency Program Formal Training Unit at Grand Forks Air Force Base in Grand Forks, North Dakota.
