The Tobyhanna Army Depot manufactures tactical field radios, ground terminals for defense satellite communication networks and electronic circuits for Sidewinder and Tomahawk missiles. The aluminum chromate plating shop and Industrial Waste Recycle/Treatment Plant (IWRTP) facility required significant upgrades after the turn of the century to incorporate new technology and comply with stringent environmental, health and safety regulations.

Conti Federal brought the Army Depot’s systems up to date by performing startup, commissioning, operations and maintenance for the new systems. Conti Federal equipped the IWRTP with new technologies, including reverse osmosis, dual bed DI regeneration, carbon absorption, acid/base neutralization and micro-filtration and chemical treatment for hazardous substances. A major aspect of this portion was ensuring all operations satisfied both the Resource Conservation and Recovery Act and National Pollutant Discharge Elimination System requirements during startup and prove-out of the innovative water treatment system and plating shop. Conti Federal provided two years of O&M facility services in addition to hands-on training of client personnel.

Conti Federal worked over 45,000 hours with no recordable incidents, on time and on schedule.
