The United States Army Corps of Engineers called for an effective, economical way of managing human and ecological risk, a crucial component of Superfund site remediation, at the site of former Griffiss Air Force Base. The solution was to construct and cap four landfills so the former base could be transformed into the Griffiss Business and Technology Park where hundreds of employees work daily.

Conti Federal completed this large restoration project with multiple sites using an integrated design-build approach, demonstrating our ability to adapt to changing conditions and requirements. The team placed and maintained temporary erosion control measures, performed pre-construction surveys, constructed a temporary access road, confirmed vertical elevations, established horizontal control and provided storm water management controls for all four landfills.
By project closeout, Conti Federal had placed nearly 20,000 cubic yards of topsoil and 63,300 cubic yards of clay, as well as installed a geocomposite liner and clay cap on a 14-acre site and a 22.5-acre landfill cap. Conti Federal saved over 480 labor hours and more than $300,000 by performing multiple scopes of work simultaneously. Conti Federal also developed and implemented a site wetlands mitigation plan to minimize and restore impacts of project operations on surrounding wetlands, protecting both the environment and endangered species surrounding each landfill.
For competitive subcontracting and outreach of displaced workers, Conti hired 70% of its work force from the local community, exceeding the 60% goal originally set.
