Scope
The Tobyhanna Army Depot manufactures tactical field radios, ground terminals for defense satellite communication networks and electronic circuits for Sidewinder and Tomahawk missiles. The aluminum chromate plating shop and Industrial Waste Recycle/Treatment Plant (IWRTP) facility required significant upgrades after the turn of the century to incorporate new technology and comply with stringent environmental, health and safety regulations.
Known as the Bog Creek Superfund Site, the dump sits at the rear of a 12-acre farm adjacent to the North Branch of Squankum Brook. Paint wastes, oils, lacquer thinners, paint solvents, metal paints, paint resins, creosol and disinfectants were dumped here.
Many of these chemicals have leached into Squankum Brook which leads to the Manasquan River, a waterway used for fishing, boating and swimming. Allaire State Park is also just downstream. These same chemicals have contaminated the nearby aquifer, and citizens have frequently complained of odors coming from the site.
Conti constructed a building housing the new treatment system and installed air-sparge wells to extract groundwater contaminants.
The team also installed a soil-vapor extraction system that included a vapor-phase granulated-activated carbon system and air stripper. In addition to constructing the building, the groundwater treatment system, clarifier, liquid-phase granulated-activated carbon system, sludge-collection mechanism and instrumentation and controls were installed. Conti self-performed installation of yard piping for all of these features.
Nearly 1,000 cubic yards of soil were excavated and 200 cubic yards of concrete poured throughout the project. The team installed all of the facility’s utilities, including HVAC, electrical, floor drains and plumbing systems, as well as a gravel access road.
Clocking over 22,000 man-hours, Conti Federal’s team successfully completed all work on time and budget.
