Project Overview

Conti Federal is delivering the FORGE (Facilities, Operations, Readiness, Growth and Experience) Facilities Modernization Program at Joint Base Lewis-McChord (JBLM) in Washington under a $188.2 million contract awarded by the U.S. Army. The five-year program uses an Other Transaction Authority (OTA) to accelerate delivery of 17 modernization projects supporting the installation’s operational, training, housing, airfield, security and infrastructure requirements.

The FORGE execution uses a collaborative design-build, integrated delivery model with Pond & Company serving as the lead Designer of Record. The program brings government, design and construction stakeholders together early to align priorities, improve coordination and respond efficiently to evolving installation requirements. Conti Federal’s Warrior Lean® project management system serves as a framework to establish alignment, support planning, maintain visibility into execution and drive continuous improvement across the program.

The FORGE portfolio includes a diverse range of projects across JBLM, from barracks and Soldier readiness facilities to secure mission spaces, airfield infrastructure, training areas and installation resilience improvements. Packaged under a single program to coordinate resources, share lessons learned and apply consistent delivery practices across multiple project types and mission requirements.

Scope of Work

  • Soldier and installation support facilities
  • Training and secure mission facilities
  • Airfield and aviation infrastructure
  • Transportation and infrastructure
  • Energy resilience

Joint Base Lewis-McChord (JBLM) is a critical U.S. military power-projection platform in the Pacific Northwest, supporting I Corps and the 62nd Airlift Wing. As a major hub for military training, mobilization and deployment, JBLM plays an important role in preparing and projecting U.S. forces in support of national defense priorities in the Indo-Pacific. Maintaining the infrastructure that enables these missions is essential to operational readiness.
