The Federal Emergency Management Agency (FEMA) directed the United States Army Corps of Engineers (USACE) to develop and install recovery centers in response to the impact of several devastating hurricanes and Florida’s need for emergency assistance.

Under the Omaha Rapid Response contract, Conti Federal was tasked with the design and construction of a temporary trailer site, Carmell Ridge, to be used for emergency housing of hurricane-displaced residents.

Conti Federal was the general contractor for this time-sensitive housing construction mission, quickly mobilizing within 24 hours of receiving the task order and performing on a 12-hour a day, 7-day a week schedule to rapidly, with up to 60 people on site, achieve timely substantial completion.

The project included site preparation, permitting, design of infrastructure and utilities (including power, water, gas, sewer and storm drainage), site development and grading, laying pathways for and installing utilities and transport and installation of 52 14-foot by 70-foot trailers for the temporary trailer park. Conti Federal also supported getting the Land Use Development permit in place.

The team held daily site coordination meetings to discuss the next day’s activities and address health and safety. The latest technology was used to remotely report daily site activities including weather, meetings, work performed, materials received, test results and field measurements. The project was completed on schedule with zero safety incidents.
